Future Supply Chain and ASVAPP: a partnership that enhances expertise

Our Guide welcomes contributions from specialized partners: the experience of Filiera Futura and ASVAPP.

A great and open partnership

EUknow.it is a project that started in 2015 from an initial core of grant-making foundations, and has since then involved a growing number of partners. The partnership has gradually opened up to organizations with specific sectoral expertise, which today enrich the Guide with content and proposals in different areas important to the world of European planning.

We present in this article the experience of Filiera Futura, an association active in rural and agribusiness innovation, and ASVAPP, an association specializing in the field of analysis and evaluation.This is a family that will continue to grow, welcoming new partners who can give thematic depth to our content, spread it to local organisations and expand our offerings with new tools.

Innovation in rural and agribusiness: the experience of Filiera Futura

Filiera Futura is an association of 28 members-including banking foundations, universities, trade associations-active since 2020 throughout Italy to promote innovation in the agribusiness sector. Protects the wealth of biodiversity, knowledge, customs and traditions by adopting new models and sharing best practices. It collaborates with entities and institutions at the national and European levels to create new synergies, develop a common approach on each supply chain, and support the uniqueness and competitiveness of Made in Italy agrifood production.

Its members include associations and universities active in the rural and agribusiness sectors. The Future Supply Chain Network offers a close and specialized look at the world of policies, funds, programs and projects in the agricultural, rural and agribusiness sectors; at the evolution and innovation in these areas; and at the opportunities open to stakeholders in the various target supply chains.

Given Filiera Futura’s thematic specialization, its collaboration with the Guide looms first and foremost as a technical partnership, aimed at developing synergies in terms of initiatives, actions, and content development concerning the EU projects and funding sector on the one hand and the agricultural, rural, and agrifood sector on the other. The entry of Filiera Futura in the partnership of the Guide to EU Projects and Funding brings new competences and skills to go deeper into a topic of great relevance in the field of European funds.

In fact, the rural and agribusiness sector alone covers just over a third of the entire 2021-2027 EU programming. Thanks to our collaboration with Filiera Futura, we have developed-and will continue to develop-a series of articles dedicated to this topic and a special section analyzing rural fund programming in all Italian regions.

A scientific approach to project evaluation: the experience of ASVAPP

ASVAPP, the Association for the Development of Public Policy Evaluation and Analysis, is a nonprofit research organization that works nationally and internationally to spread the culture of policy evaluation.

ASVAPP is constantly engaged in educational and dissemination activities on the subject and in the design and implementation of project evaluations. Its vision of evaluation is illustrated through a clear analogy: public policies and projects, like drugs, are created to “cure” problems. But do they work? Do they produce the desired effects? At the heart of ASVAPP’s mission is an attempt to answer these questions on the basis of solid empirical evidence, to contribute constructively to the debate and decision-making processes.

Its activities include, in particular, IPSEE (the Inventory of Problems, Solutions and Evidence on Effects), a platform dedicated to the topic of measuring the effects of public policies, which offers three main contents: a glossary of terms used in the field of impact evaluation, an overview of methods used in this area, and an archive of public policy “cases,” with a review of the problems addressed, the solutions adopted and the existing empirical evidence on their effects.

More generally, ASVAPP engages in conducting and disseminating studies, including building institutional partnerships, contributes to methodological development in the field of evaluation, and provides training opportunities.

As part of our collaboration with ASVAPP, we have initiated a series dedicated to the topic of evaluation and impact and enriched the section of the Guide dedicated to project monitoring and evaluation with a number of articles on the approach, analysis tools and impact assessment.

The effects and impact of projects are at the heart of the link between those who submit them, those who fund them, and those who benefit from them.ASVAPP allows us to approach this issue with vision and method.
