The Structural Funds 2021-2027 include 5 priorities or Policy Objectives (POs): 1. A smarter/competitive Europe, 2. A greener/resilient/low-emission Europe, 3. A more connected Europe, 4. A more social Europe, 5. A closer Europe, plus allocations for technical assistance to programs. They are indicated by an Arabic number (1 to 5).ERDF programming includes a sub-objective under priority 2 (a greener Europe) related to mobility. ESF+ programming addresses only priority 4 (a more social Europe) by declining it into five sub-priorities: Employment, Education and Training, Social Inclusion, Innovative Social Actions, Youth Employment.The 2021-2027 Structural Funds then provide:

“TA” indicates technical assistance objectives and activities.

There is also a common framework of indicators, the elements of which are taken up within the planning documents (RCO codes for Output indicators, RCR for Result indicators).

Rural funds (EAFRD), on the other hand, are organized into 10 areas, which are in turn divided into a hundred or so more specific intervention items: SRA (environment and climate), SRB (natural constraints), SRC (mandatory requirements), SRD (investment), SRE (youth), SRF (risk management), SRG (cooperation), SRH (knowledge exchange), TR (transition spending), AT (technical assistance) and RRN (national rural network).

N.B.: The 2021-2027 Structural Funds programming follows a relatively standard structure, comprising 5 priorities or strategic objectives, declined into more than 40 specific objectives and in turn declined into 182 areas of intervention. The specificity of each program is given by its objectives and intervention sectors and their financial allocations, which are defined on the basis of the specificities of each local organisations or area of reference. Rural Fund (EAFRD) programming follows a similar structure, but with more specific areas of intervention. 1
