European calls for proposals, what’s new this fall in Italy

As with every beginning of the season, this fall brings us many interesting news, opportunities and calls for proposals. Let’s start with news about opportunities closest to us.

At the national level., the current phase of creating new political arrangements has slowed down the process of Structural Fund programming, NRP reforms and the establishment of the rural fund framework starting next year.

However, the process has been moving forward from various perspectives: both in terms of programming funds at the regional level and in terms of launching calls under the NRP.

As for the Structural Funds, still few regions have completed the approval process of their respective Operational Programs for both ERDF and ESF+. Emilia-Romagna, Lombardy, Tuscany, Piedmont and Liguria have already done so. Many other regions have already completed the process with regard to the ESF+ ROP, while the NOPs, which cover the nationally managed portion of Structural Funds, have not yet been approved.

All regions continue to launch calls under the 2014-2020 programming, but in some regions the first calls under the 2021-2027 period are beginning to be seen (e.g., in Emilia-Romagna for ERDF e ESF+ e in Piedmont for ESF+).

Most of the programs of Territorial Cooperation have been approved by the European Commission, and the respective Managing Authorities have been launching calls for proposals under the new programming for some time now.

I NRP calls for proposals (to which we devote a dedicated section of the Guide) have entered a decidedly intense phase, given the approaching 2023 deadline for commitment of funds. The Italia Domani reference site now appears much more populated with calls and opportunities than in the early days, with dedicated pages full of proposals for calls launched both by the Responsible Government Agencies (ministries and government agencies) as well as by Implementing Entities (Regions, Agencies, etc.)

Meanwhile-and here we come to the more “classic” part of our “Upcoming Calls” column-the fall also brings us many interesting opportunities from community calls under direct management .

To this end, please note that the Prospectus in the Guide to EU Projects and Funding and the pages dedicated to the individual Community Programs systematically and clearly list all the links for direct access to pages containing information, calls for proposals, results of calls for proposals, and (under the “Docs” section) the work plans for the various European programs.

Here are the most interesting calls due this fall. There are many others, just as interesting, due in the winter; therefore, for better preparation of your projects we recommend that you refer to the appropriate pages of our Guide – or on the Funding&Tenders of the European Commission.

1. European calls for business ( Single Market Program and COSME)

• Raise awareness for traditional businesses in working with social enterprises (toward a “buy social” market for businesses) – Deadline December 7
• Supporting SMEs for internationalization to Japan – Deadline November 30
• Smart and reliable surveys 2022 – Deadline November 17
• Sustainable growth and building resilience in tourism – strengthening SMEs in carrying out the “twin transition” – Deadline November 30
• In addition, another call specifically for SMEs in the tourism sector has just been published and will expire on March 31

2. European calls for art and culture ( Creative Europe )

• Perform EU (project-umbrella for supporting multiple projects in all areas of the performing arts) – Deadline November 8
• Support for Ukrainian refugees and for Ukrainian cultural and creative sectors – Deadline November 29
• Music moves Europe (sustainable distribution of music products, especially “live”) – Deadline January 12

3. European calls for development cooperation

• Raise public awareness of development issues and promote development education in the European Union (DEAR Program) – Deadline: November 14

4. European environmental calls for proposals ( LIFE ) – all deadlines Nov. 16

• Addressing building-related interventions in vulnerable districts.
• Innovative financing schemes for sustainable energy investments
• Creating facilitation structures to accelerate the wave of renewal in the public sector
• Toward a zero-emission building stock: strengthening the enabling framework for deep renovation
• Making the principle of “Energy Efficiency First” more operational
• New support structure for eco-design and energy labeling compliance for suppliers and retailers
• Development of support mechanisms for energy communities.
• Accelerate the diffusion and affordability of heat pumps through collective purchasing actions and procurement
• Toward effective implementation of key legislation in the field of sustainable energy
• Energy performance and Smart Readiness of buildings: making the tools work
• Integrated home renovation services
• Integration of sustainable energy investments in the financial sector
• BUILD UP Skills – Strategies and training interventions to enable a decarbonized building stock
• Supporting the clean energy transition of the corporate sector
• National finance roundtables for sustainable energy investment
• Technical support for clean energy transition plans and strategies in municipalities and regions
• Project development assistance for sustainable energy investments
• Integration of low-quality renewable energy or waste heat into high-temperature district heating

Months of great opportunities with European calls for proposals

The coming months are therefore shaping up to be particularly intense: not only because of the presence of interesting European calls for proposals, but also because of the simultaneous presence of Structural Funds programming and (even more relevant) NRP funds. Throughout Europe, but more so in Italy, all those in a position to elaborate and develop projects are called upon in these months and for the coming year to make an additional effort of work and creativity. A big commitment but also a great opportunity for those involved in europlanning.
