The Commission’s proposed new EU budget architecture: focus, flexibility, and performance This video provides a clear and concrete overview of the main changes in the Commission’s proposed expenditure architecture for the 2028 2034 Multiannual Financial Framework. The shift to three major areas of intervention – National and Regional Partnership Plans, Competitiveness, and External Action – and the sharp reduction in the number of programs is explained, with the aim of simplifying rules and reducing fragmentation. A central element is an increase in budget flexibility, with significant portions not pre-allocated to respond to crises and unforeseen events, along with an increased focus on performance, results and financial instruments. Another key message underlying the proposal is that, in a context of limited resources, it will become essential to maximize the impact of every euro, with greater leverage on co-financing shares, guarantees, financial instruments and public-private partnerships.
