The shift to three major areas of intervention &#8211; National and Regional Partnership Plans, Competitiveness, and External Action &#8211; and the sharp reduction in the number of programs is explained, with the aim of simplifying rules and reducing fragmentation. A central element is an increase in budget flexibility, with significant portions not pre-allocated to respond to crises and unforeseen events, along with an increased focus on performance, results and financial instruments.
