The purposes of this research are first and foremost to  <\/span><b>thematic nature<\/b><span style=\"font-weight: 400;\"> and reside:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">in the need to present as timely and up-to-date a proposal as possible;<\/span><\/span>\n<\/p>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">in the necessary verification that the project idea contains elements of innovation, is not redundant with existing projects, and capitalizes on previous experience;<\/span><\/span>\n<\/p>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">in the importance of understanding which organizations (territorial actors, organizations or companies) are already active in the same sector, in the reference territory and in Europe, from whose experience to draw insights and with whom to develop possible partnerships;<\/span><\/span>\n<\/p>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">in the fact that a thorough knowledge of the area in which the project operates is an indication of reliability and credibility and is an important element for a positive evaluation by the funding agency.<\/span><\/span>\n<\/p>\n<\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Second, but no less important, the information search also involves monitoring the main sources of information on <\/span><b>programs, calls for proposals and related deadlines<\/b><span style=\"font-weight: 400;\">. As illustrated in the previous sections, reference sources vary depending on the type of projects.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Main sources of information for projects funded by the <\/span><b>regional or national operational programs<\/b><span style=\"font-weight: 400;\">:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Dedicated sections within websites of managing authorities (regional authorities or the Italian government), usually under the title &#8220;calls and funding&#8221; (see detail provided in previous sections);<\/span><\/span>\n<\/p>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">National and regional official journals;<\/span><\/span>\n<\/p>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Newsletters and information materials available (in hard copy and online) from Chambers of Commerce, trade associations and specialized organizations;<\/span><\/span>\n<\/p>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">National or regional planning documents (outlined in the previous sections), which provide insight into which strategic investment areas and on which axes funding opportunities will open up.<\/span><\/span>\n<\/p>\n<\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Main sources of information for projects funded by the <\/span><b>directly managed community programs<\/b><span style=\"font-weight: 400;\">:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Websites of individual European Commission Directorates General and agencies\/contact points established at the European and national levels for program management and participant support (usually in the &#8220;Funding&#8221; section) and annual work programs;<\/span><\/span>\n<\/p>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/ec.europa.eu\/info\/funding-tenders\/opportunities\/portal\/screen\/home\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Tenders portal<\/span><\/a><span style=\"font-weight: 400;\"> and &#8220;<\/span><a href=\"https:\/\/ec.europa.eu\/info\/funding-tenders\/opportunities\/portal\/screen\/opportunities\/topic-search?tenders=false\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">call for proposals<\/span><\/a><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">&#8221; of the European Commission;<\/span><\/span>\n<\/p>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Newsletters and information materials produced by the European Union&#8217;s network of information centers (<\/span><a href=\"https:\/\/europa.eu\/european-union\/contact\/meet-us\/italy_it\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Europe Direct<\/span><\/a><span style=\"font-weight: 400;\">,  <\/span><a href=\"https:\/\/een.ec.europa.eu\/about\/branches\/italy\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Enterprise Europe Network<\/span><\/a><span style=\"font-weight: 400;\">  e  <\/span><a href=\"https:\/\/europa.eu\/youreurope\/index_it.htm\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">You Europe<\/span><\/a><span style=\"font-weight: 400;\">), from the  <\/span><a href=\"https:\/\/ec.europa.eu\/italy\/home_it\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Representation in Italy<\/span><\/a><span style=\"font-weight: 400;\">  of the European Commission and the  <\/span><a href=\"https:\/\/italiaue.esteri.it\/rapp_ue\/it\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Italian representation<\/span><\/a><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">  at the European Union;<\/span><\/span>\n<\/p>\n<\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Dedicated services for researching calls for proposals, including the <\/span><a href=\"https:\/\/euknow.it\/en\/infobandi-2\/\"><span style=\"font-weight: 400;\">Infobandi service<\/span><\/a><span style=\"font-weight: 400;\"> of CSVnet proposed by this Guide.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Through the same sources it is often possible to obtain information regarding projects carried out under previous calls and partner search tools.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In fact, projects are normally designed and implemented in <\/span><b>partnership<\/b><span style=\"font-weight: 400;\">: It is very rare for an organization alone to possess all the technical and financial capabilities to carry out a project. The principle of partnership lies in adopting a network approach, aimed at bringing together complementary skills and capabilities (technical and financial).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The management of a partnership is the responsibility of the <\/span><b>Lead Partner<\/b><span style=\"font-weight: 400;\"> (or Project Coordinator), who is responsible for:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Managing the relationship with all partners, defining and coordinating the division of tasks and responsibilities from the development of the project proposal to the end of the project, ensuring internal communication between partners;<\/span><\/span>\n<\/p>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Draw up a partnership agreement (partnership\/consortium agreement) in which all organizational, legislative and economic provisions are signed by the project partners;<\/span><\/span>\n<\/p>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Manage relations with the funding agency on behalf of the partnership.<\/span><\/span>\n<\/p>\n<\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Finding project partners can be complex. In addition to the sources mentioned above, there are numerous databases of experts and entities active in the field (categorized by area of expertise) that can be drawn upon.<\/span><\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-de58a93 elementor-widget elementor-widget-spacer\" data-id=\"de58a93\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"spacer.default\">\n\t\t\t\t\t\t\t<div class=\"elementor-spacer\">\n\t\t\t<div class=\"elementor-spacer-inner\"><\/div>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-55124c0d elementor-widget elementor-widget-heading\" data-id=\"55124c0d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">The choice of the announcement  \t\t\t<sup id=\"8\" class=\"nota\" role=\"button\">8<\/sup>\n\t \t\n\t <\/h3>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-75dd67f elementor-widget elementor-widget-text-editor\" data-id=\"75dd67f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Before monitoring calls for proposals, it is a good idea to clearly define the overall objective and intervention logic of your project. This does not preclude tailoring the project idea to a specific call, but it does prevent the association of a call with the project idea from being overly complex or suboptimal. In fact, there is a wide variety of published notices, and each notice differs in criteria of  <\/span><b>eligibility<\/b><span style=\"font-weight: 400;\"> and type of <\/span><b>actions<\/b><span style=\"font-weight: 400;\"> fundable.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The first discriminator for the choice of the notice is the <\/span><b>territoriality<\/b><span style=\"font-weight: 400;\"> of the project idea: can the project gain more concreteness and impact with implementation at the European level (involving actors in other states) or at the local level?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Where territorial cooperation programs and calls financed by structural funds apply by definition to a specific territory, directly managed community programs are more focused on a specific theme (environment, health, citizenship, etc&#8230;).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This first consideration makes it possible to define which of the major types of European projects the project idea may refer to: structural funds, territorial cooperation programs or community programs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In order to get more chances for funding, the proposal must decline as required by the call, otherwise it will be irrelevant or unsuitable to meet the requirements of the funding body. What it provides (in terms of priorities and actions, but also eligibility, territoriality and other formal criteria) must therefore be carefully analyzed and critically compared with one&#8217;s own project idea. We provide below a practical example of possible choices from the same design idea.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Suppose a company wants to implement a project to improve energy production from renewable sources:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If the basis of the project idea is to study, define and test an innovative system for energy production, which can lead to a significant advancement of existing technology, the Horizon Europe program&#8217;s research and innovation calls specifically for the energy sector are certainly the most appropriate;\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If the project idea is more focused on the dissemination of existing cutting-edge practices and systems, Horizon program calls related to the development of market conditions for technology capitalization or territorial cooperation calls, in measures specifically dedicated to energy issues, should be evaluated;\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If, on the other hand, the project idea is geared toward reducing barriers (regulatory, market, financial, etc.) to facilitate Europe&#8217;s transition to cleaner forms of energy, a dedicated component of the LIFE program for this purpose can be evaluated;\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If one&#8217;s idea has potential strategic value at the national level, it may be eligible for Recovery Instrument funding, which devotes a large portion of the available allocation to these issues;\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If an intervention is planned to carry out an impact assessment on renewable energy production in a given area, a regional ERDF call may ultimately be the best source of funding.<\/span><\/li>\n<\/ul>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4a78d0d elementor-widget elementor-widget-spacer\" data-id=\"4a78d0d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"spacer.default\">\n\t\t\t\t\t\t\t<div class=\"elementor-spacer\">\n\t\t\t<div class=\"elementor-spacer-inner\"><\/div>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-36b4942 elementor-widget elementor-widget-heading\" data-id=\"36b4942\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Timelines and resources  \t\t\t<sup id=\"9\" class=\"nota\" role=\"button\">9<\/sup>\n\t \t\n\t <\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ed560e3 elementor-widget elementor-widget-text-editor\" data-id=\"ed560e3\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">The time dimension should be considered before, during and at the end of project implementation. &#8220;Coming to terms with the timetable&#8221; is necessary to make sure you have enough time to prepare a complete project proposal, including considering the time to reread and proofread the entire project before submitting the proposal. La  <\/span><b>deadline<\/b><span style=\"font-weight: 400;\"> is therefore one of the first aspects of a notice to pay attention to.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Careful consideration should also be given to the <\/span><b>duration<\/b><span style=\"font-weight: 400;\">  of the project, as the required lead time and the order in which the activities are carried out are important evaluation factors. Project preparation itself is an activity that employs extensive resources of time and personnel. Cost estimation for project execution and subsequent budget preparation is a complex activity in which careful consideration must be given:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The existence of specific items of expenditure eligible for funding, which must be adhered to;<\/span><\/span>\n<\/p>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The existence of a maximum threshold for funding by the call (both in absolute value and percentage) and the need to provide for adequate co-funding;<\/span><\/span>\n<\/p>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The need to allocate burdens, benefits and responsibilities fairly and functionally among partners;<\/span><\/span>\n<\/p>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The existence of specific budget calculation forms (sometimes quite complex);<\/span><\/span>\n<\/p>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The need to provide a proper cost estimate (the project should not result in a loss for the proposers, but too high a budget, particularly if not justified, may reduce the chances of award).<\/span><\/span>\n<\/p>\n<\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The effort required to prepare a European project and the constraint of the <\/span><b>co-financing<\/b><span style=\"font-weight: 400;\">  (necessary for most European projects) imply that the community contribution is conditional-first and foremost-on some form of investment by the proposing entities. As mentioned above, the percentage of European co-financing varies depending on the type of projects.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Part of the co-funding can be covered directly by project partners through the enhancement of internal staff (man hours).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In some programs and exclusively for public (or assimilated) entities, the co-financing share may be covered by the Italian ministerial revolving fund.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With a view to synergy among European projects, community programming provides the possibility of <\/span><b>cumulate<\/b><span style=\"font-weight: 400;\">  Community funding from community programs and structural funds.
