{"id":20690,"date":"2018-10-25T00:00:00","date_gmt":"2018-10-25T00:00:00","guid":{"rendered":"https:\/\/www.guidaeuroprogettazione.eu\/community-programs-2021-2027-a-preview\/"},"modified":"2025-12-03T17:09:52","modified_gmt":"2025-12-03T17:09:52","slug":"community-programs-2021-2027-a-preview","status":"publish","type":"post","link":"https:\/\/euknow.it\/en\/community-programs-2021-2027-a-preview\/","title":{"rendered":"Community programs 2021-2027: a preview"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">We have recently published <\/span><span style=\"font-weight: 400;\"> some pointers to follow the<a href=\"https:\/\/euknow.it\/nuovo-quadro-finanziario-comunita-europea\/\">evolution of the community budget<\/a> for the upcoming 2021-2027 programming period.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As the political debate and the technical and legislative process run their course, we publish here a brief <strong>analysis<\/strong> <strong>of the community programs<\/strong> and the related financial envelope under the European Commission&#8217;s first proposed financial framework.<\/span><!--more--><\/p>\n<p><span style=\"font-weight: 400;\">As evidenced by the slogan chosen by the European Commission (&#8220;<em>a modern budget at the service of a Union that protects, empowers and defends<\/em>&#8220;), the proposal denotes an increased focus on the Union&#8217;s global challenges<strong>(security and crisis response capacity<\/strong>), further strengthening its commitment to <strong>research<\/strong>,<strong>innovation<\/strong> and <strong>competitiveness<\/strong>, the digital agenda, the environment, European values and social inclusion.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Compared to the <\/span><a href=\"https:\/\/euknow.it\/guida\/guida-europrogettazione\/categorie-di-finanziamento-2014-2020\/programmi-comunitari\/\">\n  <span style=\"font-weight: 400;\">current community programs<\/span>\n<\/a><span style=\"font-weight: 400;\"> we point out some interesting new features:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">an <strong>InvestEU Fund<\/strong> dedicated to mobilizing new public and private investment through a system of loans, guarantees, equity and other market instruments;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">a <strong>Digital Europe Program<\/strong>, dedicated to the enhancement of high-performance information and data systems, artificial intelligence, cybersecurity, advanced digital skills and the large-scale application of digital technologies in all economic sectors;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The further strengthening of <strong>Horizon2020<\/strong> (Horizon Europe);<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">the creation of a Single Market Program, which takes up the legacy of <strong>COSME<\/strong> by further enhancing it and integrating it with other complementary <a href=\"https:\/\/euknow.it\/strumenti-fondi-europei-per-pmi\/\">instruments<\/a> previously included in other SME and private sector instruments;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">the creation of a &#8220;plus&#8221; <strong>European Social Fund<\/strong> that includes, in addition to the former <strong>ESF<\/strong> and the youth employment initiative<strong>(Youth Guarantee<\/strong>), the European Aid for the Indigent Fund, the Employment and Social Innovation Program (EaSI) and the <strong>Health program<\/strong>;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">the general strengthening of all external cooperation programs and the gathering of many of the previous geographic and thematic programs into a single Neighborhood, Development and International Cooperation Instrument.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Here is the <a href=\"https:\/\/euknow.it\/wp-content\/uploads\/2018\/10\/Voci-di-bilancio-e-programmi-comunitari-2021-2027.pdf\">PDF document<\/a> containing the main budget items and <strong>community programs planned for 2021-2027<\/strong>. <strong>Proposed Regulations<\/strong>, currently under discussion, are available for almost all of them.\n<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>We have recently published some pointers to follow theevolution of the community budget for the upcoming 2021-2027 programming period.
