{"id":20753,"date":"2019-06-25T00:00:00","date_gmt":"2019-06-25T00:00:00","guid":{"rendered":"https:\/\/www.guidaeuroprogettazione.eu\/after-the-european-parliament-elections-what-news-on-community-programs\/"},"modified":"2025-12-03T17:09:27","modified_gmt":"2025-12-03T17:09:27","slug":"after-the-european-parliament-elections-what-news-on-community-programs","status":"publish","type":"post","link":"https:\/\/euknow.it\/en\/after-the-european-parliament-elections-what-news-on-community-programs\/","title":{"rendered":"After the European Parliament elections: what news on community programs?"},"content":{"rendered":"\n<p>The <strong>European Parliament elections<\/strong> have recently concluded-a moment of great importance for Europe, which is enjoying considerable media coverage at this particular historical stage.<\/p>\n\n<p>But what are the most immediate effects of the <strong>formation of a new European Parliament?<\/strong> We have already analyzed the most important and strategic aspects <a href=\"https:\/\/euknow.it\/nuovo-parlamento-europeo-programmi-comunitari\/\">here<\/a>: but let&#8217;s try to better understand together what is happening these days!<\/p>\n\n<p><!--more--><\/p>\n\n<p>One of the first tasks of the new <a href=\"https:\/\/europa.eu\/european-union\/about-eu\/institutions-bodies\/european-parliament_it\" target=\"_blank\" rel=\"noopener\">Parliament<\/a> is the<strong>election of the President of the European Commission<\/strong>. For some years now, the system has been that each European political party submits a candidate before the election, and that candidate is then put forward for office by the party with the most votes.<\/p>\n\n<p>However, the president of the Commission is elected by Parliament by <strong>absolute majority<\/strong>, so the political agreement needed for the appointment may be more difficult when no one party has obtained a clear majority. (Here is an interesting summary of who and what the <a href=\"https:\/\/europa.eu\/european-union\/about-eu\/presidents_it\" target=\"_blank\" rel=\"noopener\">&#8220;Presidents&#8221; of the European Union<\/a> are).<\/p>\n\n<p>The newly elected Commission President proposes to the <a href=\"https:\/\/europa.eu\/european-union\/about-eu\/institutions-bodies\/european-council_it\" target=\"_blank\" rel=\"noopener\">European Council<\/a> a list of <strong>candidate commissioners<\/strong>, indicating one from each member state.<\/p>\n\n<p>Next, the identified commissioners are vetted by the various parliamentary committees, based on their respective areas of expertise; then the entire commission is put to a comprehensive vote by Parliament. The Council then deliberates their official appointment, by qualified majority vote.<\/p>\n\n<p>The confirmation process is multifaceted, there are more or less strategic thematic areas, and the system involves not only a selection of commissioners by thematic area of expertise, <strong>but also by country of origin<\/strong>. This generates a complex process of negotiation among the political forces in Parliament and among the member states (in the Council).<\/p>\n\n<p>The President of the European Commission, the Vice-Presidents and the 28 Commissioners <strong>serve five-year terms<\/strong>. Their college represents the body of political responsibility of the European Commission, which is accountable to Parliament for its decisions (in particular: strategy, policies, legislative acts, funding programs and annual budget proposed to Parliament and the Council).<\/p>\n\n<p>Commissioners are at the top of the <a href=\"https:\/\/europa.eu\/european-union\/about-eu\/institutions-bodies\/european-commission_it\" target=\"_blank\" rel=\"noopener\">European Commission<\/a>&#8216;s policy departments, the <a href=\"https:\/\/ec.europa.eu\/info\/departments\" target=\"_blank\" rel=\"noopener\">Directorates General<\/a> (DGs), which are responsible for the development, implementation and management of EU policies, laws and funding programs in the various thematic areas. A <strong>Director General<\/strong> heads the <a href=\"https:\/\/ec.europa.eu\/info\/about-european-commission\/organisational-structure\/how-commission-organised_it\" target=\"_blank\" rel=\"noopener\">organizational and operational structure<\/a> of each individual DG.  <\/p>\n\n<p>The current debate will therefore decide who will be in charge of <strong>EU programs and policies<\/strong> (the bread and butter of every EU project designer!) over the next five years.<\/p>\n\n<p>We wish all the commissioners who will be appointed at the end of this long process well&#8230;preparing to amaze them with our beautiful projects!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European Parliament elections have recently concluded-a moment of great importance for Europe, which is enjoying considerable media coverage at this particular historical stage.
