Let us now resume the different stages of the process of strategic definition and use of Structural Funds through calls and projects:<\/p>\n\n<h2><strong>Structural funds, stage 1: Community institutions.<\/strong><\/h2>\n<p>At this level they are defined:<\/p>\n\n<p><strong>a.<\/strong> The <strong>multi-year financial framework<\/strong> and the community budget, i.e., the available allocation of funds. Negotiations are now in full swing-you can follow them on the <a href=\"https:\/\/euknow.it\/categorie\/programmazione-2021-2027\/\" target=\"_blank\" rel=\"noreferrer noopener\">dedicated section<\/a> of our Guide;<\/p>\n\n<p><strong>b. <\/strong>the <strong>specific Regulations<\/strong> pertaining to each Fund and the common provisions, which govern their operation. They are available in draft form (Commission proposal and European Parliament opinion) and are currently under consideration by the Council. You can follow developments in the<a href=\"https:\/\/euknow.it\/prospetto-provvisorio-dei-programmi-europei-2021-2027\/\" target=\"_blank\" rel=\"noreferrer noopener\">appropriate section of our Guide<\/a> or at these direct links: <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/HIS\/?uri=COM:2018:372:FIN\" target=\"_blank\" rel=\"noreferrer noopener\">ERDF<\/a> | <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/IT\/HIS\/?uri=CELEX:52018AE2962\" target=\"_blank\" rel=\"noopener\">ESF+<\/a> | <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/HIS\/?uri=COM:2018:392:FIN\" target=\"_blank\" rel=\"noreferrer noopener\">EAFRD<\/a> | <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/HIS\/?uri=CELEX:52018AE4062\" target=\"_blank\" rel=\"noreferrer noopener\">EMFF<\/a> | <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/HIS\/?uri=COM:2018:374:FIN\" target=\"_blank\" rel=\"noreferrer noopener\">INTERREG<\/a> | <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/IT\/HIS\/?uri=CELEX:52018PC0375\" target=\"_blank\" rel=\"noreferrer noopener\">common provisions<\/a>.<\/p>\n\n<p>The main new features of the new programming proposal are:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>The <a href=\"https:\/\/eur-lex.europa.eu\/resource.html?uri=cellar:26b02a36-6376-11e8-ab9c-01aa75ed71a1.0024.03\/DOC_1&amp;format=PDF\" target=\"_blank\" rel=\"noreferrer noopener\">focus on 5 thematic objectives<\/a>, replacing the 11 in <a href=\"https:\/\/euknow.it\/guida\/guida-europrogettazione\/categorie-di-finanziamento-2014-2020\/fondi-strutturali\/\" target=\"_blank\" rel=\"noreferrer noopener\">previous programming<\/a> and aimed at building a &#8220;smarter,&#8221; &#8220;green,&#8221; &#8220;connected,&#8221; &#8220;social,&#8221; and &#8220;citizen-friendly&#8221; Europe;<\/li>\n<li>A major <a href=\"https:\/\/ec.europa.eu\/regional_policy\/sources\/docgener\/factsheet\/new_cp\/simplification_handbook_it.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">simplification effort<\/a> to reduce bureaucracy in the use of the Funds, with facilitated procedures and a more streamlined and uniform body of rules;<\/li>\n<li>The integration of more instruments into the Structural Funds &#8220;family&#8221; through the support of new or enhanced complementary instruments (such as <a href=\"https:\/\/eur-lex.europa.eu\/resource.html?uri=cellar:319a131d-6af6-11e8-9483-01aa75ed71a1.0024.02\/DOC_1&amp;format=PDF\" target=\"_blank\" rel=\"noreferrer noopener\">InvestEU<\/a> or the <a href=\"https:\/\/eur-lex.europa.eu\/resource.html?uri=cellar:02e3ae29-64af-11e8-ab9c-01aa75ed71a1.0008.01\/DOC_1&amp;format=PDF\" target=\"_blank\" rel=\"noreferrer noopener\">Reform Support Program<\/a>) and the extension of Structural Funds rules to asylum and migration<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/IT\/TXT\/PDF\/?uri=CONSIL:ST_10153_2018_INIT&amp;qid=1533514484422&amp;from=IT\" target=\"_blank\" rel=\"noreferrer noopener\">(AMIF<\/a>), internal security<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/IT\/TXT\/PDF\/?uri=CONSIL:ST_10154_2018_INIT&amp;qid=1533514817254&amp;from=IT\" target=\"_blank\" rel=\"noreferrer noopener\">(ISF<\/a>) and border and visa management<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/IT\/TXT\/PDF\/?uri=CONSIL:ST_10151_2018_INIT&amp;qid=1533514550474&amp;from=IT\" target=\"_blank\" rel=\"noreferrer noopener\">(BMVI<\/a>) funds;<\/li>\n<\/ul>\n\n<p><strong>c. <\/strong>the <strong>way<\/strong> the Funds <strong>are distributed<\/strong> among member countries. This is a <a href=\"https:\/\/www.agenziacoesione.gov.it\/wp-content\/uploads\/2019\/01\/Fondi_europei_2021-2027.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">hot topic<\/a> in the debate among European countries and in the European Council, which is far from over.<\/p>\n\n<h2><strong>Structural Funds, Stage 2: Member States.<\/strong><\/h2>\n<p>At this level they are defined:<\/p>\n\n<p><strong>a. <\/strong>A <strong>Position Paper<\/strong>, which presents the Commission&#8217;s recommendations to the country in question. The reference document is the European Commission&#8217;s February 2019 <a href=\"https:\/\/ec.europa.eu\/info\/sites\/info\/files\/file_import\/2019-european-semester-country-report-italy_it.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">country report<\/a> on Italy;<\/p>\n\n<p><strong>b. <\/strong>a <strong>Partnership Agreement<\/strong>, which presents a detailed country strategy for the use of Structural Funds. The drafting process is already underway and is well documented on the <a href=\"https:\/\/opencoesione.gov.it\/it\/lavori_preparatori_2021_2027\/\" target=\"_blank\" rel=\"noreferrer noopener\">OpenCoesione website<\/a>, which allows <a href=\"https:\/\/www.dropbox.com\/sh\/xoie7cq4dk77qht\/AAA2uRxSv-cf5J2XHwMBPFNDa?dl=0\" target=\"_blank\" rel=\"noreferrer noopener\">access to all relevant documentation<\/a>. They will be elaborated as the previous phases (Financial Framework, Regulations, Partnership Agreement) move towards their conclusion.<\/p>\n\n<h2><strong>Structural Funds, stage 3: individual regions.<\/strong><\/h2>\n<p>At this level they are defined:<\/p>\n\n<p><strong>a.<\/strong> A <strong>Strategic Document<\/strong> (Unified or Regional, DSU or RSP), which forms the basis for regional programming of Structural Funds. On this aspect, all Italian regions are already moving to prepare the document, with different methods and stages of progress. They will be elaborated as the previous phases (Financial Framework, Regulations, Partnership Agreement, Strategic Document) move towards their conclusion.<\/p>\n\n<p>As explained in <a href=\"https:\/\/euknow.it\/guida\/guida-europrogettazione\/categorie-di-finanziamento-2014-2020\/fondi-strutturali\/\" target=\"_blank\" rel=\"noreferrer noopener\">our section<\/a> on Structural Funds:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>all these documents are developed through extensive consultation among EU, national and local institutions, civil society and social partners;<\/li>\n<li>national and regional documents need the approval of the European Commission;<\/li>\n<li>the <a href=\"https:\/\/euknow.it\/guida\/guida-europrogettazione\/fondi-strutturali\/programmi-operativi-nazionali-pon\/\" target=\"_blank\" rel=\"noreferrer noopener\">NOPs<\/a> and <a href=\"https:\/\/euknow.it\/guida\/guida-europrogettazione\/fondi-strutturali\/programmi-operativi-regionali-por\/\" target=\"_blank\" rel=\"noreferrer noopener\">ROPs<\/a> represent the end point of the Structural Funds programming process, from which descend the calls open to various national and regional actors.<\/li>\n<\/ul>\n\n<p>The 2021-2027 Structural Funds framework is thus gradually beginning to emerge as the 2014-2020 Structural Funds programming draws to a close. The <a href=\"https:\/\/opencoesione.gov.it\/it\/gruppi-programmi\/ue-1420\/\" target=\"_blank\" rel=\"noreferrer noopener\">OpenCoesione<\/a> (Italian) and <a href=\"https:\/\/cohesiondata.ec.europa.eu\/countries\/IT\" target=\"_blank\" rel=\"noreferrer noopener\">CohesionData<\/a> (EU) platforms make it possible to take stock, navigating through data, regions, programs and intervention sectors.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Our Guide has been delving into the new 2021-2027 European funds programming for some time.
