{"id":21058,"date":"2020-10-05T00:00:00","date_gmt":"2020-10-05T01:00:00","guid":{"rendered":"https:\/\/www.guidaeuroprogettazione.eu\/budget-and-planning-2021-2027-a-new-update\/"},"modified":"2026-07-06T13:27:20","modified_gmt":"2026-07-06T14:27:20","slug":"budget-and-planning-2021-2027-a-new-update","status":"publish","type":"post","link":"https:\/\/euknow.it\/en\/budget-and-planning-2021-2027-a-new-update\/","title":{"rendered":"Budget and planning 2021-2027: a new update"},"content":{"rendered":"&#13;\n<p class=\"wp-block-paragraph\">Here&#8217;s a <strong>new update<\/strong> on a particularly important topic for those involved in europlanning: the new financial framework and programming 2021-2027.<\/p>&#13;\n\r\n<p><!--more--><\/p>\r\n&#13;\n<h3>Articolo non aggiornato.<\/h3>&#13;\n<p class=\"wp-block-paragraph\">We have already devoted several posts and a <a href=\"https:\/\/euknow.it\/categorie\/programmazione-2021-2027\/\" target=\"_blank\" rel=\"noreferrer noopener\">special section of the Guide<\/a> to it: these months are really decisive for the next seven years of European projects! Where do we stand? <\/p>&#13;\n&#13;\n<p class=\"wp-block-paragraph\">For almost all <strong>community programs<\/strong>, the situation has not changed much and can be summarized as follows ( <a href=\"https:\/\/euknow.it\/en\/by-whom-and-how-is-the-community-budget-defined\/\" target=\"_blank\" rel=\"noreferrer noopener\">process description<\/a> here):<\/p>&#13;\n&#13;\n<ol class=\"wp-block-list\" type=\"1\">&#13;\n<li>The European Commission has presented its Proposed Regulation;<\/li>&#13;\n<li>the European Parliament passed a resolution with proposed amendments;<\/li>&#13;\n<li>the European Council is considering proposal and resolution in its technical committees but has not yet presented anything official on the matter.<\/li>&#13;\n<\/ol>&#13;\n&#13;\n<p class=\"wp-block-paragraph\">This applies to <a href=\"https:\/\/euknow.it\/guida\/guida-europrogettazione\/categorie-di-finanziamento-2014-2020\/programmi-comunitari\/\">community programs<\/a> as well as to the general programming of <a href=\"https:\/\/euknow.it\/guida\/guida-europrogettazione\/categorie-di-finanziamento-2014-2020\/fondi-strutturali\/\">structural funds<\/a> and <a href=\"https:\/\/euknow.it\/guida\/guida-europrogettazione\/categorie-di-finanziamento-2014-2020\/i-programmi-di-cooperazione-territoriale\/\">territorial cooperation<\/a> programs.<\/p>&#13;\n&#13;\n<p class=\"wp-block-paragraph\"><strong>However, we are beginning to have the first news<\/strong>: the European Council recently <a href=\"https:\/\/www.consilium.europa.eu\/it\/press\/press-releases\/2020\/09\/29\/council-finalises-its-position-on-the-horizon-europe-package\/\" target=\"_blank\" rel=\"noreferrer noopener\">concluded<\/a> <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/IT\/TXT\/PDF\/?uri=CONSIL:ST_11256_2020_INIT&amp;from=EN\" target=\"_blank\" rel=\"noreferrer noopener\">its work and finalized its position<\/a> on the Horizon Europe program. The <strong>Horizon Europe regulation<\/strong> is thus poised to continue (and hopefully, conclude by the end of the year) the process for final approval. The <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CONSIL:ST_11137_2020_INIT&amp;from=EN\" target=\"_blank\" rel=\"noreferrer noopener\">Connecting Europe Facility<\/a> (another major program in the area of infrastructure) is also in the home stretch.  <\/p>&#13;\n&#13;\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/euknow.it\/prospetto-provvisorio-dei-programmi-europei-2021-2027\/\" target=\"_blank\" rel=\"noreferrer noopener\">prospectus proposed by our Guide<\/a> thus remains topical and allows us to follow the legislative process of each program: of <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/HIS\/?uri=COM:2018:436:FIN\" target=\"_blank\" rel=\"noreferrer noopener\">Horizon Europe<\/a>, <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/IT\/HIS\/?uri=CELEX:52018PC0367\" target=\"_blank\" rel=\"noreferrer noopener\">Erasmus+<\/a> and <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/IT\/HIS\/?uri=CELEX:52018PC0366\" target=\"_blank\" rel=\"noreferrer noopener\">Creative Europe<\/a> (to give a few examples), but also of the <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/HIS\/?uri=COM:2018:372:FIN\" target=\"_blank\" rel=\"noreferrer noopener\">ERDF<\/a>, <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/IT\/HIS\/?uri=CELEX:52018AE2962\" target=\"_blank\" rel=\"noreferrer noopener\">ESF<\/a> and <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/HIS\/?uri=COM:2018:374:FIN\" target=\"_blank\" rel=\"noreferrer noopener\">territorial cooperation<\/a> regulations. We will update it as we go along with the latest news.<\/p>&#13;\n&#13;\n<p class=\"wp-block-paragraph\">For updates on the subject we also recommend the <a href=\"https:\/\/www.europarl.europa.eu\/legislative-train\/theme-new-boost-for-jobs-growth-and-investment\/file-mff-2021-2027-mff\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;railway&#8221; themed prospectus<\/a> proposed by the European Parliament<em>(legislative train schedule<\/em>): by clicking on each of the proposed &#8220;wagons&#8221; (or themes, or programs) on the left you can get a summary of the available information. Here (again as examples) are those proposed for <a href=\"https:\/\/www.europarl.europa.eu\/legislative-train\/theme-new-boost-for-jobs-growth-and-investment\/file-mff-horizon-europe-sp\" target=\"_blank\" rel=\"noreferrer noopener\">Horizon Europe<\/a>, <a href=\"https:\/\/www.europarl.europa.eu\/legislative-train\/theme-new-boost-for-jobs-growth-and-investment\/file-mff-erasmus\" target=\"_blank\" rel=\"noreferrer noopener\">Erasmus+<\/a>, <a href=\"https:\/\/www.europarl.europa.eu\/legislative-train\/theme-new-boost-for-jobs-growth-and-investment\/file-mff-creative-europe-2021-2027\" target=\"_blank\" rel=\"noreferrer noopener\">Creative Europe<\/a>, <a href=\"https:\/\/www.europarl.europa.eu\/legislative-train\/theme-new-boost-for-jobs-growth-and-investment\/file-mff-erdf-and-cohesion-fund\" target=\"_blank\" rel=\"noreferrer noopener\">ERDF<\/a>, <a href=\"https:\/\/www.europarl.europa.eu\/legislative-train\/theme-new-boost-for-jobs-growth-and-investment\/file-mff-esf\" target=\"_blank\" rel=\"noreferrer noopener\">ESF<\/a> and <a href=\"https:\/\/www.europarl.europa.eu\/legislative-train\/theme-an-economy-that-works-for-people\/file-mff-european-territorial-cooperation-goal-(interreg)\/08-2020\" target=\"_blank\" rel=\"noreferrer noopener\">territorial cooperation<\/a>. <\/p>&#13;\n&#13;\n<p class=\"wp-block-paragraph\">As we know, the political debate has been very heated on the broader issues, namely on the definition of the <strong>resources available<\/strong> <strong>for the 2021-2027 programming<\/strong> (from which the multi-year financial framework derives) and the so-called <strong>&#8220;Recovery Fund<\/strong>.&#8221; On these two points we have important news. <\/p>&#13;\n&#13;\n<p class=\"wp-block-paragraph\">The Recovery Fund (also referred to as the &#8220;Recovery Package,&#8221; &#8220;Next Generation EU,&#8221; or NGEU) is one of the innovations of the year and is endowed with a large amount of equity. The resource envelope available for the EU&#8217;s multi-year budget and for NGEU <a href=\"https:\/\/euknow.it\/budget-2021-2027-novita-estate-2020\/\">reached a difficult agreement<\/a> in the European Council, with the uncertainty of approval<a href=\"https:\/\/euknow.it\/un-estate-ricca-di-novita-ed-eventi\/#more-3560\">(expected<\/a>, but <a href=\"https:\/\/euknow.it\/le-novita-del-mese-di-agosto\/\">not expected<\/a>) by the European Parliament. <\/p>&#13;\n&#13;\n<p class=\"wp-block-paragraph\">The main concerns raised by the European Parliament related in particular\u2014and still relate\u2014to the need for a structural, rather than one-time, increase in own resources, and consequently in the allocation for the EU\u2019s \u201cregular\u201d budget (i.e., the budget used to finance various programs, excluding the NGEU).<\/p>&#13;\n&#13;\n<p class=\"wp-block-paragraph\">Nevertheless<a href=\"https:\/\/www.europarl.europa.eu\/RegData\/etudes\/ATAG\/2020\/652055\/EPRS_ATA(2020)652055_EN.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">, on September 16, MEPs<\/a> finally <strong>gave their opinion on the Own Resources system<\/strong> ( <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/TA-9-2020-0220_IT.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">official text<\/a> here), speeding up the ratification process needed to find the funds and launch the recovery plan. <strong>Green light, then, to &#8220;Next Generation EU&#8221; and the next stages of negotiations for the post-2020 budget<\/strong>, but without <a href=\"https:\/\/www.europarl.europa.eu\/news\/it\/press-room\/20200917IPR87313\/eu-long-term-budget-ep-still-fighting-for-a-good-agreement\" target=\"_blank\" rel=\"noreferrer noopener\">abandoning the call for a binding timetable for the introduction of the new own resources<\/a>, which remains the strategic (and negotiating) priority of the European Parliament.<\/p>&#13;\n&#13;\n<p class=\"wp-block-paragraph\">The European Commission has jointly presented its <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_20_1658\" target=\"_blank\" rel=\"noreferrer noopener\">strategic plan for the Recovery Fund<\/a> (see the <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/IT\/TXT\/PDF\/?uri=CELEX:52020DC0575&amp;from=en\" target=\"_blank\" rel=\"noopener\">official text<\/a> here). The first drafts of the national plans (required for the program\u2019s implementation) are expected by October 15: here is their likely structure, and here are the Commission\u2019s guidelines for Member States. <\/p>&#13;\n&#13;\n<p class=\"wp-block-paragraph\">However, the <strong>operational management of the Recovery Fund<\/strong> remains a topic of wide debate in the European (as well as national) arena. In particular, the European countries most skeptical of this form of &#8220;European public spending&#8221; (an unprecedented novelty) are demanding more restrictive <strong>conditions of use<\/strong> than the countries that will benefit most from it (including Italy). <\/p>&#13;\n&#13;\n<p class=\"wp-block-paragraph\">This issue is not mentioned in the conclusions of the most recent European Council (October 1 and 2), but it is given some attention in the remarks made by its President, Charles Michel, at the end of the summit. In the days immediately preceding the summit (September 30), an important resolution had been approved by a qualified majority\u2014a resolution that was, in fact, necessary to set in motion the actual use of the Recovery Fund and European funds: the Council\u2019s initial green light for a proposed regulation with relatively \u201csoft\u201d conditions tied to respect for the rule of law. <\/p>&#13;\n&#13;\n<p class=\"wp-block-paragraph\"><strong>What does it mean?<\/strong>  On the one hand, an important new milestone was laid on September 30 for the approval of the 2021-2027 financial framework. On the other, new difficulties are emerging on the horizon: as many as nine countries voted against this resolution, jeopardizing its final approval, for which unanimity will be required.
