Along with Europe&#8217;s &#8220;<a href=\"https:\/\/ec.europa.eu\/info\/strategy\/priorities-2019-2024\/european-green-deal_it\" target=\"_blank\" rel=\"noreferrer noopener\">Green<\/a>Deal,&#8221; the &#8220;<a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\" target=\"_blank\" rel=\"noreferrer noopener\">digital transition<\/a>&#8221; is the EU&#8217;s top strategic priority for the coming years, referred to as Europe&#8217;s &#8220;<a href=\"https:\/\/ec.europa.eu\/info\/strategy\/priorities-2019-2024\/europe-fit-digital-age\/europes-digital-decade-digital-targets-2030_it\" target=\"_blank\" rel=\"noreferrer noopener\">Digital Decade<\/a>.&#8221; Not surprisingly, the<a href=\"https:\/\/euknow.it\/tag\/recovery-fund\/\">Recovery Instrument<\/a> devotes a minimum threshold of 37 percent and 20 percent of funds to these two priorities, respectively.<\/p>\n\n<p>The main <strong>objectives<\/strong> of the EU&#8217;s <a href=\"https:\/\/eur-lex.europa.eu\/resource.html?uri=cellar:12e835e2-81af-11eb-9ac9-01aa75ed71a1.0001.02\/DOC_1&amp;format=PDF\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;digital transition&#8221; strategy<\/a><a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/QANDA_21_984\" target=\"_blank\" rel=\"noopener\">(recently presented<\/a> by the European Commission) are detailed in precise indicators, divided into four groups:<\/p>\n\n<div class=\"wp-block-spacer\" style=\"height: 20px;\" aria-hidden=\"true\">\u00a0<\/div>\n\n<ul class=\"wp-block-list\">\n<li><strong>Skills:<\/strong>Availability of 20 million ICT specialists (gender balanced) in Europe;80% of the European population with basic ICT skills;<\/li>\n<li><strong>Infrastructure:<\/strong>Gigabit connectivity for all and 5G everywhere;Doubling the EU&#8217;s share of cutting-edge semiconductor production;10,000 edge data and cloud nodes;First European quantum-accelerated computer;<\/li>\n<li><strong>Digital transformation of enterprises:<\/strong>Use of cloud\/IA\/Big Data by 75% of enterprises;Doubling of<a href=\"https:\/\/en.wikipedia.org\/wiki\/Unicorn_(finance)\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;unicorn<\/a>&#8221; tech enterprises;90% of SMEs with basic digital intensity;<\/li>\n<li><strong>Digitization of public services<\/strong>:Core public services 100% online;Medical records available 100% online;Digital ID use by 80% citizens.<\/li>\n<\/ul>\n\n<div class=\"wp-block-spacer\" style=\"height: 20px;\" aria-hidden=\"true\">\u00a0<\/div>\n\n<p>Digital Europe is not, by any means, a &#8220;new program,&#8221; because it complements and deepens what has been done so far, and will continue to be done, under other major European programs, such as Horizon Europe and Connecting Europe Facility, with which Digital Europe will operate in synergy. However, it presents some major innovations as a result of its ambitious strategic goals.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Digital Europe program: the main features<\/strong><\/h2>\n\n<p>With a total <strong>budget<\/strong> of <strong>7.5 billion euros<\/strong>, Digital Europe is rightfully among the &#8220;big European programs&#8221; of this seven-year period. In line with the above objectives, the program aims to build the EU&#8217;s strategic digital capabilities and facilitate the deployment of digital technologies. Identify the following areas as priorities:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/high-performance-computing\" target=\"_blank\" rel=\"noreferrer noopener\">\n  <strong>Supercomputing<\/strong>\n<\/a> (\u20ac2.2 billion): strengthening the EU&#8217;s supercomputing and data processing capabilities by purchasing supercomputers and expanding their use in areas of public interest;<\/li>\n<li><a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/european-approach-artificial-intelligence\" target=\"_blank\" rel=\"noreferrer noopener\">\n  <strong>Artificial Intelligence (AI)<\/strong>\n<\/a> (\u20ac2.1 billion): testing AI in strategic areas and promoting its use by business and government, with space and infrastructure for data management;  <\/li>\n<li><a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/cybersecurity-policies\" target=\"_blank\" rel=\"noreferrer noopener\">\n  <strong>Cybersecurity<\/strong>\n<\/a> (1.6 billion): promoting coordination between data tools and infrastructure and enhancing cybersecurity and network security at all levels (infrastructure, institutions, private sector, economy);<\/li>\n<li><a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/digital-skills-and-jobs\" target=\"_blank\" rel=\"noreferrer noopener\">\n  <strong>Advanced digital skills.<\/strong>\n<\/a> (0.6 billion): programs, internships and continuing education for experts in priority areas (data and artificial intelligence, cybersecurity, quantum and high-performance computing);<\/li>\n<li><strong>Use of digital technologies in economy and society<\/strong> (\u20ac1.1 billion): support high-impact use of digital technologies in areas of public interest (e.g., health, Green Deal, smart communities, culture); strengthen the <a href=\"https:\/\/ec.europa.eu\/digital-single-market\/en\/digital-innovation-hubs-dihs-europe\" target=\"_blank\" rel=\"noreferrer noopener\">network of European digital innovation clusters<\/a>; support the adoption of advanced digital technologies by industry and SMEs; support public administration and industry to implement\/access cutting-edge digital technologies (such as blockchain) and build confidence in digital transformation.<\/li>\n<\/ul>\n\n<p>The program will be partly managed by the newly established Health and Digital Agency<a href=\"https:\/\/hadea.ec.europa.eu\/about-hadea_en\" target=\"_blank\" rel=\"noreferrer noopener\">(HaDEA<\/a>).<\/p>\n\n<div class=\"wp-block-spacer\" style=\"height: 50px;\" aria-hidden=\"true\">\u00a0<\/div>\n\n<h2 class=\"wp-block-heading\"><strong>Digital Europe Program: documents available<\/strong><\/h2>\n\n<p>Just as with the programs already analyzed<a href=\"https:\/\/euknow.it\/horizon-europe-aggiornamenti-webinar-approfondimento-2\/\">(Horizon Europe<\/a>, <a href=\"https:\/\/euknow.it\/erasmus-guida-programma\/\">Erasmus+<\/a> and <a href=\"https:\/\/euknow.it\/eu4health\/\">EU4Health<\/a>), we have many of the reference documents available for Digital Europe. Approval of the regulations that form its legal basis is expected soon.
