{"id":22407,"date":"2022-09-20T13:16:13","date_gmt":"2022-09-20T13:16:13","guid":{"rendered":"https:\/\/www.guidaeuroprogettazione.eu\/social-impact-through-investment-nrp-and-european-funds\/"},"modified":"2025-12-03T17:18:32","modified_gmt":"2025-12-03T17:18:32","slug":"social-impact-through-investment-nrp-and-european-funds","status":"publish","type":"post","link":"https:\/\/euknow.it\/en\/social-impact-through-investment-nrp-and-european-funds\/","title":{"rendered":"Social impact through investment, NRP and European funds."},"content":{"rendered":"<p>Social impact and impact finance: resources and analysis to understand what they are and how to achieve them through the NRP and European funds.<\/p>\n<p><!--more--><\/p>\n<h2><b>A new insight into impact finance<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">We have already devoted space to the link between economics, finance, social impact and European funds, presenting some <\/span><a href=\"https:\/\/euknow.it\/economia-sociale\/\">\n  <span style=\"font-weight: 400;\">in-depth guides<\/span>\n<\/a><span style=\"font-weight: 400;\">, the new <\/span><a href=\"https:\/\/ec.europa.eu\/social\/BlobServlet?docId=24986&amp;langId=en\" target=\"_blank\" rel=\"noopener\">\n  <span style=\"font-weight: 400;\">Action Plan<\/span>\n<\/a><span style=\"font-weight: 400;\"> of the European Commission and the main <\/span><a href=\"https:\/\/ec.europa.eu\/social\/main.jsp?catId=1561&amp;langId=en\" target=\"_blank\" rel=\"noopener\">\n  <span style=\"font-weight: 400;\">European funds and programs<\/span>\n<\/a><span style=\"font-weight: 400;\">  referred to this area. To pick up the thread of the topic, let us recall some typical concepts in this area, which are interrelated but distinct.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The concept of <\/span><b>social economy<\/b><span style=\"font-weight: 400;\">  includes all activities that are aimed-rather than at profit-at seeking a positive impact on society and the community. L&#8217;<\/span><b>social innovation<\/b><span style=\"font-weight: 400;\">  is instead the area in which approaches to addressing important social needs emerge and are tested, creating new forms of organization and collaboration. Social economy enterprises are thus an expression of-but also the bearers of-social innovation.  <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><b>social finance<\/b><span style=\"font-weight: 400;\">, the <\/span><b>social impact finance<\/b><span style=\"font-weight: 400;\"> or more simply the <\/span><b>impact finance<\/b><span style=\"font-weight: 400;\"> o <\/span><b>\n  <i>impact investing<\/i>\n<\/b><span style=\"font-weight: 400;\">  is the more specifically financial domain of the social economy, which uses investment and capital to combine economic returns with positive social impacts. Impact finance uses a variety of tools: tools called  <\/span><b>of debt<\/b><span style=\"font-weight: 400;\"> such as bonds and <\/span><i>\n  <span style=\"font-weight: 400;\">bonds<\/span>\n<\/i><span style=\"font-weight: 400;\"> (in which financing is repaid with interest) and instruments called <\/span><b>of <\/b><b>\n  <i>equity<\/i>\n<\/b><span style=\"font-weight: 400;\"> such as <\/span><i>\n  <span style=\"font-weight: 400;\">venture capital<\/span>\n<\/i><span style=\"font-weight: 400;\"> e <\/span><i>\n  <span style=\"font-weight: 400;\">private equity<\/span>\n<\/i><span style=\"font-weight: 400;\"> (in which the financing represents an entry into the capital of the company).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To further explore and contextualize this concept, we recommend <\/span><a href=\"https:\/\/www.socialimpactagenda.it\/wp-content\/uploads\/2021\/10\/Rapporto_La-finanza-che-include.pdf\" target=\"_blank\" rel=\"noopener\">\n  <span style=\"font-weight: 400;\">one of the first and most important Italian reports on the subject<\/span>\n<\/a><span style=\"font-weight: 400;\">, which traces state of the art and perspectives of<\/span><a href=\"https:\/\/www.socialimpactagenda.it\/impact-investing\/\" target=\"_blank\" rel=\"noopener\">\n  <i>\n    <span style=\"font-weight: 400;\">impact investing<\/span>\n  <\/i>\n<\/a><span style=\"font-weight: 400;\"> in our country.<\/span><\/p>\n<h2><b>The link between <\/b><b>\n  <i>impact investing<\/i>\n<\/b><b> and European funds<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The theme of<\/span><i>\n  <span style=\"font-weight: 400;\">impact investing<\/span>\n<\/i><span style=\"font-weight: 400;\"> is very relevant in the field of <\/span><b>philanthropy <\/b><span style=\"font-weight: 400;\">(of which <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Impact_investing\" target=\"_blank\" rel=\"noopener\">\n  <span style=\"font-weight: 400;\">impact investing<\/span>\n<\/a><span style=\"font-weight: 400;\"> represents one of the most promising forms of intervention) and is central in one of its most modern declinations (the so-called <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Venture_philanthropy\" target=\"_blank\" rel=\"noopener\">\n  <i>\n    <span style=\"font-weight: 400;\">venture philanthropy<\/span>\n  <\/i>\n<\/a><span style=\"font-weight: 400;\">).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition, the theme of<\/span><i>\n  <span style=\"font-weight: 400;\">impact investing<\/span>\n<\/i><span style=\"font-weight: 400;\"> has a double connection with the <\/span><b>European funds<\/b><span style=\"font-weight: 400;\">:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A substantial link, because the concept of &#8220;<\/span><b>investment<\/b><span style=\"font-weight: 400;\">&#8221; represents the heart of both the <\/span><a href=\"https:\/\/euknow.it\/guida\/categorie-finanziamento-2021-2027\/i-fondi-strutturali-rurali\/\">\n  <span style=\"font-weight: 400;\">Structural Funds<\/span>\n<\/a><span style=\"font-weight: 400;\"> (whose full name is &#8220;European Structural and Investment Funds&#8221;-sometimes shortened to &#8220;EIS Funds&#8221;) and of the Recovery and Resilience Facility (of which the <\/span><a href=\"https:\/\/italiadomani.gov.it\/it\/Interventi\/investimenti.html\" target=\"_blank\" rel=\"noopener\">\n  <span style=\"font-weight: 400;\">investments<\/span>\n<\/a><span style=\"font-weight: 400;\"> represent the main form of intervention);<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A conceptual link, because the concept of &#8220;<\/span><b>impact<\/b><span style=\"font-weight: 400;\">&#8221; is central to all European projects, which are called upon to contribute (in a measurable way) to an overall objective, which <\/span><a href=\"https:\/\/euknow.it\/guida\/al-lavoro-progettazione-europea\/come-strutturare-un-progetto-un-esempio-pratico-e-altri-strumenti\/\">\n  <span style=\"font-weight: 400;\">defines precisely<\/span>\n<\/a><span style=\"font-weight: 400;\"> the impact of the project; and to produce (in an equally measurable way) behavioral and institutional changes, which define the specific objective.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The <\/span><b>PNRR<\/b><span style=\"font-weight: 400;\"> and the Recovery Facility constitute a <\/span><a href=\"https:\/\/euknow.it\/pnrr-la-prima-relazione-ufficiale\/\"><span style=\"font-weight: 400;\">&#8220;change of pace&#8221;<\/span><\/a><span style=\"font-weight: 400;\"> from both points of view, in that: 1) they are largely based on the implementation of <\/span><b>investments<\/b><span style=\"font-weight: 400;\">, the resources of which are drawn through the creation of &#8220;<\/span><b>bonds<\/b><span style=\"font-weight: 400;\">Community &#8221; bonds and are partly given to the member states in the form of <\/span><b>loans<\/b><span style=\"font-weight: 400;\">; 2) the overall reporting of their resources is not based on expenditures made, but on the <\/span><b>results<\/b><span style=\"font-weight: 400;\"> achieved.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The association between financial instruments, social impact and European projects, however, is more generally and has always been quite natural. European funds and programs are in fact a  <\/span><b>investment<\/b><span style=\"font-weight: 400;\"> made by European institutions to achieve a <\/span><b>social impact<\/b><span style=\"font-weight: 400;\"> (also defined, in this specific area, in terms of &#8220;<\/span><a href=\"https:\/\/euknow.it\/guida\/per-orientarsi\/europrogettazione-istituzioni-e-politiche-europee\/\">\n  <span style=\"font-weight: 400;\">community added value<\/span>\n<\/a><span style=\"font-weight: 400;\">&#8220;). Consequently, each  <\/span><b>European project<\/b><span style=\"font-weight: 400;\"> must represent (and be conceived as) a concrete proposal for achieving social impact.<\/span><\/p>\n<h2><b>The role of Social Impact Agenda for Italy<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">In Italy there is a specific network dedicated to impact finance, called the <\/span><a href=\"https:\/\/www.socialimpactagenda.it\/\" target=\"_blank\" rel=\"noopener\">\n  <span style=\"font-weight: 400;\">Social Impact Agenda for Italy<\/span>\n<\/a><span style=\"font-weight: 400;\">  (or &#8220;SIA&#8221; for short). The SIA &#8220;<\/span><i><span style=\"font-weight: 400;\">brings together investors, social enterprises, market builders, and philanthropic institutions to realize a new economy, one that can combine economic sustainability with positive social and environmental impact<\/span><\/i><span style=\"font-weight: 400;\">&#8220;. It &#8220;<\/span><i>\n  <span style=\"font-weight: 400;\">represents the Italian Advisory Board of the Global <\/span>\n<\/i><a href=\"https:\/\/gsgii.org\/\" target=\"_blank\" rel=\"noopener\">\n  <i>\n    <span style=\"font-weight: 400;\">Steering Group for Impact Investment<\/span>\n  <\/i>\n<\/a><i>\n  <span style=\"font-weight: 400;\"> (GSG), an independent organization, spread across 33 countries, committed to promoting and accelerating the spread of impact investing globally<\/span>\n<\/i><span style=\"font-weight: 400;\">&#8220;.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">His <\/span><a href=\"https:\/\/www.socialimpactagenda.it\/wp-content\/uploads\/2022\/05\/Brochure_SIA_2022.pdf\" target=\"_blank\" rel=\"noopener\">\n  <span style=\"font-weight: 400;\">brochure<\/span>\n<\/a><span style=\"font-weight: 400;\">  explains its mission and effectively clarifies, with diagrams and examples, the most important concepts related to impact finance. Which is not only an area of expansion or potential, but also a new  <\/span><b>economic paradigm<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Social Impact Agenda for Italy proposes <\/span><a href=\"https:\/\/www.socialimpactagenda.it\/pubblicazioni\/\" target=\"_blank\" rel=\"noopener\">\n  <span style=\"font-weight: 400;\">publications<\/span>\n<\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.socialimpactagenda.it\/position-papers\/\" target=\"_blank\" rel=\"noopener\">\n  <span style=\"font-weight: 400;\">position papers<\/span>\n<\/a><span style=\"font-weight: 400;\"> e <\/span><a href=\"https:\/\/www.socialimpactagenda.it\/webinar\/\" target=\"_blank\" rel=\"noopener\">\n  <span style=\"font-weight: 400;\">webinars<\/span>\n<\/a><span style=\"font-weight: 400;\"> (<\/span><a href=\"https:\/\/www.youtube.com\/watch?v=7gLDF5L70og&amp;t=5s\" target=\"_blank\" rel=\"noopener\">\n  <span style=\"font-weight: 400;\">including one<\/span>\n<\/a><span style=\"font-weight: 400;\">  devoted to the link between impact finance and NRP). The content he develops and publishes on his website is a useful source of information on this topic: we analyze some of them below, those most relevant to the field of europlanning.<\/span><\/p>\n<h2><b>Impact Investing and EU Funds: a thematic review<\/b><\/h2>\n<ol>\n<li><b> <\/b><a href=\"https:\/\/www.socialimpactagenda.it\/wp-content\/uploads\/2021\/10\/Progettare-linnovazione-sociale_visualizzazione-1.pdf\" target=\"_blank\" rel=\"noopener\">\n  <b>Designing social innovation: impact investing and EU funds<\/b>\n  <span style=\"font-weight: 400;\"><\/p>\n<p>  <\/span>\n<\/a><span style=\"font-weight: 400;\">This <\/span><i>\n  <span style=\"font-weight: 400;\">position paper<\/span>\n<\/i><span style=\"font-weight: 400;\">  provides a definition of the field and discusses its history, prospects and some case studies in Italy. Then presents the evolution of European policies in the area of social innovation and the  <\/span><i>\n  <span style=\"font-weight: 400;\">social investment<\/span>\n<\/i><span style=\"font-weight: 400;\">, the link between these issues and European funding lines, and some experiences (such as <\/span><a href=\"https:\/\/euknow.it\/wecare-innovazione-sociale\/\">\n  <span style=\"font-weight: 400;\">this<\/span>\n<\/a><span style=\"font-weight: 400;\">) of joint use of European funds and social innovation tools. He then anticipates some of the  <\/span><a href=\"https:\/\/euknow.it\/economia-sociale\/\">\n  <span style=\"font-weight: 400;\">novelties in this programming period regarding social innovation.<\/span>\n<\/a><span style=\"font-weight: 400;\">, with special reference to the InvestEU program and the introduction of results-based forms of financing.<\/span><\/li>\n<li><b> <\/b><a href=\"https:\/\/www.socialimpactagenda.it\/wp-content\/uploads\/2022\/05\/Paper-PNRR-e-ImpInv_maggio-2022.pdf\" target=\"_blank\" rel=\"noopener\"><b>NRP and Impact Investing: challenges and opportunities<\/b><span style=\"font-weight: 400;\">\n<\/span><\/a><span style=\"font-weight: 400;\">Presented in early 2022 (when the structure of the NRP was being outlined) and intended for policymakers, actors in finance and social entrepreneurship, this publication identifies concrete insights and initiatives for activating Impact Investing policies and actions enhancing social impact as part of the implementation of the NRP. Places emphasis on the importance of mechanisms &#8220;<\/span><i>\n  <span style=\"font-weight: 400;\">Pay-by-Result&#8221;<\/span>\n<\/i><span style=\"font-weight: 400;\">, on the experience gained in this regard by the<\/span><i>\n  <span style=\"font-weight: 400;\">impact investment<\/span>\n<\/i><span style=\"font-weight: 400;\">, on the role of social enterprises, and on the synergy between different funds and financial instruments.<\/span><\/li>\n<li><b> <\/b><a href=\"https:\/\/www.socialimpactagenda.it\/wp-content\/uploads\/2022\/06\/2.-Paper-Welfare-e-sostenibilita-sociale_giugno-2022.pdf\" target=\"_blank\" rel=\"noopener\"><b>Welfare and social sustainability: from a more social Europe to the NRP, an opportunity to improve systems of care and proximity<\/b><span style=\"font-weight: 400;\">\n<\/span><\/a><span style=\"font-weight: 400;\">This publication picks up on some of the concepts of the previously mentioned papers and reminds us that the NRP is a great opportunity to innovate the Italian welfare system. It reviews the main points of European policies and funds in the welfare sector and considers how measures financed by the NRP (including the implementation of community hospitals and health homes) provide an ideal area in which to activate synergies with the social economy and social impact investments.<\/span><\/li>\n<li><b> <\/b><a href=\"https:\/\/www.socialimpactagenda.it\/wp-content\/uploads\/2022\/07\/3.-Paper-Fondi-strutturali_Bonetti.pdf\" target=\"_blank\" rel=\"noopener\"><b>NRP, EU funding &#8220;not linked to transaction costs,&#8221; and Social Impact Bond<\/b><span style=\"font-weight: 400;\">\n<\/span><\/a><span style=\"font-weight: 400;\">This publication highlights how the Recovery Facility and NRP require results-based rationale, planning, management and reporting of investments. The results are the basis for funding by the &#8220;<\/span><i>\n  <span style=\"font-weight: 400;\">facility<\/span>\n<\/i><span style=\"font-weight: 400;\">&#8221; (procedure &#8220;<\/span><a href=\"https:\/\/euknow.it\/pnrr-la-prima-relazione-ufficiale\/\">\n  <i>\n    <span style=\"font-weight: 400;\">performance-based<\/span>\n  <\/i>\n<\/a><span style=\"font-weight: 400;\">&#8221; and not simply &#8220;<\/span><i>\n  <span style=\"font-weight: 400;\">compliance-based<\/span>\n<\/i><span style=\"font-weight: 400;\">&#8220;). The paper draws parallels between this aspect of the NRP, the Structural Funds (whose Regulations urge a similar approach, through the notion of &#8220;funding not linked to the costs of operations&#8221;), and the instruments of  <\/span><i>\n  <span style=\"font-weight: 400;\">impact investing<\/span>\n<\/i><span style=\"font-weight: 400;\"> such as the <\/span><i>\n  <span style=\"font-weight: 400;\">Social Impact Bonds<\/span>\n<\/i><span style=\"font-weight: 400;\">  (which are based on the concept of impact and outcome). Finally, it proposes greater participation of social economy actors in NRP interventions.<\/span><\/li>\n<li><b> <\/b><a href=\"https:\/\/www.socialimpactagenda.it\/wp-content\/uploads\/2022\/08\/4.-Paper-SIB_Trotta.pdf\" target=\"_blank\" rel=\"noopener\">\n  <b>Testing Social Impact Bonds: challenges, opportunities and possible applications in light of the NRP<\/b>\n  <span style=\"font-weight: 400;\"><\/p>\n<p>  <\/span>\n<\/a><span style=\"font-weight: 400;\">This publication analyzes whether and how the experience of the <\/span><i>\n  <span style=\"font-weight: 400;\">Social Impact Bonds<\/span>\n<\/i><span style=\"font-weight: 400;\">  can be tested and replicated and within the NRP. He provides an affirmative answer, emphasizing how impact assessment methods and leverage given by private capital, typical aspects of impact finance, can accelerate the transformations advocated by the NRP.
