The new Guide: the tool for a Europe closer to local organisations

Our fellow travelers: the experience of Ignazio Stefano Zanetta, deputy mayor of the municipality of Borgomanero and vice president of ANCI Piemonte

European design is an exciting but often lonely journey, amid deadlines, forms to fill out, and partners to coordinate. We want to tell you how the new Guide can accompany you on your European design journey, and to do so we have chosen exceptional traveling companions from the world of European design, academia, local government and civil society, along with our partners.

In this seventh stage, Ignazio Stefano Zanetta, deputy mayor of the municipality of Borgomanero and vice president of ANCI Piemonte, tells us how the Guide can be a resource for bringing local governments closer to European planning.

Ignazio Stefano Zanetta has a Bachelor’s degree in Political Science and a Master’s degree in Public Management, with a first-level Master’s degree in Public Administration Project Manager. He began his administrative career in 1994 as Councillor of the City of Borgomanero with delegations to Heritage, Personnel and Youth Policies (1994-1997). From 2003 to 2008 he was president of the Opera Pia Negroni of Novara. He again holds the position of Councillor from 2007 to 2009 with delegations to Culture, Education, Twinning and Community Policies, and then is appointed Deputy Mayor of the City of Borgomanero from 2009 to 2012. Since 2010, he has been Vice President of ANCI Piemonte with delegations to Finance, Budget, Personnel, International and Decentralized Cooperation. During the same period (2010-2015) he is part of the Regional Committee for Research and Innovation of the Piedmont Region. From 2011 to 2016 he is a Member of the Regional Steering Committee of ARPA Piedmont and Secretary Councillor of CAL Piedmont. Between 2012 and 2017 he is Councillor with delegations to Culture, Budget, Taxes, Personnel, Security and Twinning. Since 2012 he has been following decentralized cooperation projects between the City of Borgomanero and Benin. Since 2017 he has been Deputy Mayor of the Municipality of Borgomanero, a position reconfirmed in 2022 and still ongoing. He has been ANCI national councilor since 2014.

The Guide: resources to bring local organisations closer to European planning

EUknow.it aims to shorten the distance to Europe by developing useful content for those who want to bring European funds and European planning to municipalities and local organisations. If you reflect yourself in this profile, let’s try to elaborate: here are some reasons why the Guide is the tool for you.

  • EUknow.it is an ecosystem of relationships and partnerships to make European design an accessible, everyday reality. In addition to the work of the Guide partners, EUknow.it interacts with planners, technical partners, organizations and entities to produce content increasingly in line with local needs. Thanks to collaborations with entities such as ANCI, updates on events, operational tools and design stories featuring organizations, municipalities and local authorities are published regularly.
  • The Guide is an aid innavigating European funds and programs. From an overview of the basics of European funds, community programs, and structural funds, to program sheets that offer schematic information on European programs such as the Recovery and Resilience Facility and the NRP, structural and rural funds, and European territorial cooperation programs, including URBACT, the main program for the exchange of expertise between cities.
  • The Guide supports the development of Local Authorities’ skills in European planning. In the Guides and Tools section, resources, such as guides and webinars, are shared, as well as insights on European planning for municipalities in mountain areas, accompanied by thematic-level insights. Content on European projects in areas such as rural and agri-food and tourism; tools on programs relevant to cities, such as webinars on the New European Bauhaus; and methods to foster civic participation in European projects, such as civic monitoring, with audio and video resources.
  • EUknow.it helps you broaden your view. The Guide offers stories and experiences that can be an inspiration for “jumping” into the world of European projects, such as the experience of small municipalities in building projects and networks at the European level. Information and good practices that also cover programs, such as Erasmus+ or Creative Europe, sometimes considered “unusual” for Local Authorities, but which can be important opportunities for local organisations.
  • And, to shorten the distance geographically as well, EUknow.it informs about training and information initiatives on European opportunities in the local organisations, carried out by the Guide’s partners, national contact points, desks, antennas and national agencies.
